Doubt between identifying the category of minimum wages among serial numbers in the listed link - 1, 36, 44, 46, 50, 53, 60.
Firm which procures wood and cuts it using 1 machine and labor and then sells it comes under which category?
Firm which procures iron rods, bends it using 1 machine and labor and then sells it comes under which category?
Firm which arranges goods transport vehicles by outsourcing and takes commission comes under which category? (Very much office work)
Are any of these firms actually factories at all or should they be Shops and establishments?

Dear Vignesh,

Minimum wages are generally fixed under the Minimum Wages Act, 1948 in respect of industries brought under its schedule by the appropriate Governments.

Industry refers to the particular overall activity as a whole for which minimum rate of wages are fixed employment-wise. Factory, restaurant, shop etc are types of establishments falling within an industry. One should not take INDIVIDUAL ESTABLISHMENT as an industry unless it is a specific establishment dealing in an exclusive complementary activity like sales. For example, take the case of Granite industry. It comprises of various activities such as mining, monument manufacturing, artefacts manufacturing, tiles manufacturing and retail sales of these manufactured products through shops. Here, the minimum rates of wages fixed would be in respect of jobs only.

Now, the Code on Wages, 2019 provides broader classification of jobs in any industry based on skill levels such as skilled, unskilled, semi skilled and highly skilled.

Therefore, read the G O fixing the rates of minimum wages and implement them accordingly job wise.
