just wanted to know that if a person left the organization without serving the notice period then he/she is elligible for the full and final settlement or not.
can any one suggest me how he/she will get his/her reliving/experiance letter.

he/she is elligible for the full and final settlement but deduct notice period recoverable amount from that, acc to your company policy (whether 2 months / 3 months of notice period)

Employee is eligible for F&F settlement, what an organization can do is that it can deduct the notice period amount and pay the balance amount to the employee.
Or if the company has to recover the amount then same should be informed to employee and settlement can be done.
F&F Settlement should be done as this will also be helpful during the audit.

Employee is eligible for F&F settlement, employer can deduct the notice period amount AS PER APPOINTMENT LETTER and pay/recover the balance amount to the employee.

it depends upon the company policy
for ex: if an employee has worked from 1st April to 30th April & on 1st may he comes & say i have this reason & i am leaving this organization, then u need to check his appointment letter that how much notice period he requires to serve for ex: 15 days then u can do his f & F by paying 15 days salary to him, usually an employees gets F & F after 45 days after his relieving though it depends from company to company
