Security and Books and journals are the responsibilities of Generalist - HR. It comes in Administration.
Secondly, the billing and contract part comes in HR.

If the Administration is a part of HR in an organization then definitely it will come in HR only. If it is separated then admin budget can be different.
In manufacturing companies, mostly the admin will be a part of HR.
