No (paid) leaves will not form part of CTC.
Leaves are statutory benefit under the respective Act. However compulsory leaves for 2 days every month may form part of contract /employment terms between the employer and employee.

Paid leave implies working days sans work. The salary for working days include the salary for any statutory leave taken which already stands included in the CTC. Therefore, it need not be included again in the computation of CTC.
However, salary paid towards surrender of any leave can be included if such practice is in vogue.
