If company have issued relieving letter and he accepted the same also he signed on F & F Settlement then work cannot file case against company.

Dear Svarna Lata,
If you have settled the workman's F&F and is as per the policy, then you should remain least concerned.
You must have received a notice for appearance or explanation to the cause from the authority of labour department. If the date is there for appearnce, then go there with all the documents related to F&F and receipts of payment made to the workmen. You exhibit the documents related to payments made to workman and his acceptance note to the authority. If the authority is satisfied with documents pertaining to F&F payment would issue a letter to your company that matter stands cleared and complaint has got any base.

Once an employee has taken the F & F, he must have read what all he got so no point of filing case against the company.
