Hi, If you were incharge of an HR Department and you had only three employees, how will you assign the roles and responsibilities of the HR between these three employees?

Generally you can assign each of them like Recruitment, Employee engagement, and Training and Development activities.
But while assigning you have to consider the current situation in your company also for example if the company wants more HR support in Employee engagement works then you can assign 2 employees to that, recruitment and training be assigned to a person and you have to support them with proper guidance.
You can consider the qualities and required specialization of the employee based on that you can assign them suitable division

roles and responsibilty is given based on : the assesment on : qualification, exp, confidence level, initiative, maturity etc. before giving the R & R , manager unknowingly should asses his subordinates.

You can design the primery and secondary responsibility for assigning the different task to all.

First you should change your view, you are an employee as well, so you have 3 colleagues, 3 supervised colleagues, 3 fellow worker, 3 subordinates or we are 4 in the department. You have to remember that you are still employed and you can be sacked by your employer.
Depending in restrictions and training (in UK only trained examinators can administrate psychometric tests) I will appoint one or two in recruitment together with training. Another one dealing with the current employers but all three should do the administrative tasks (payroll, union, requirements).
Best option for all of them is to ask, what they would like to do and/or change their duties each few months to prevent getting bored.

The assignment of hr roles and responsibilities amongst the 3 employees by the HR Dept. Head is subject to the company profile, its requirements and the qualification & relevant experience of the employees in question. However, in any company the basic hr functions include Recruitment, T&D, Performance Management, Compensation & Benefits Management, Employee Engagement, General Admin. and IR. Initially, one can allocate the responsibilities on the basis of above parameters, however, gradually job-rotation & job-enlargement can be done for individuals to maintain their job-satisfaction and to provide with opportunities of career growth, in turn benefitting the company in the form of competent multi-skilled employees.

Its depend on type of Industry, total nos. of employee and culture.
As far as your case is concern you can splite as below:
1. Payroll Management & policy implementation: Will ibe responsible for Payroll Management, Leave management, attendance (Time management)and imeplementation of policies in an organization and all Staturoty compliance & Liasion with Govt. Authority.
2. HR Generlalist : Recruitments, Inductions, Employee engagement, welfare, PMS, T&D, HR MIS & sepration. e.t.c.
3. Head HR : We be resiponsible for end to end Hr activities and policy formation and stratigic Managment.

As an in-charge (HR Department) with 3 subordinate I will consider a team of 4 employees including myself also then I will assign R&R as Under:-
Total Roles of HR & Admin. If suppose total roles are 12

Then 12 = 4 roles for each.

Before assigning the role, firstly I will evaluate to our all 3 subordinate in terms of qualification, previous experiences, present experiences, confidence & dedication & interest in work wise. Then we will assign easiest roles to fresher one. Apart from that indirectly I will watch and monitor to all 3 subordinates in their work. And also rotate the R&R time to time to make our each & every team members like an all-rounder performer.
