The Skill level will be decided as per the category of the workmen.
Helper, Male Coolie, Female Coolie are considered as Unskilled
Buffing Meson, Chipper, Khalasi, Assistant Carpenter, Asst Fitter and all the assistant workmen are considered as Semi Skilled (for these type jobs they need some skill level. That's why they are placed as Semi Skilled)
Meson, Carpenter, Bar Bender, Fitter, Driver, Operators, Painter, Plumber, Mechanic, Rigger, etc are required to have Maximum skill level as the work demands. So these categories are considered as Skilled Workmen.
As per their skill level the wages also will be fixed to the workmen. The government will make sure that the minimum wages to be paid to the workmen. If you make excess payment then the question of less payment does not arise.
As you said you are working as Time Keeper in dubai, How you got selected there.

I am sharing the following which an industrial engineer explained to me in the 80s while categorizing the employees. This can be debated, if required.
Unskilled worker-a worker who is expected to do manual work and need no skill required for operators/technicians.
Semi-skilled worker-a worker who can read a blue print(drawing) and is able to do the work as per the drawing with guidance/instruction.
Skilled worker- a worker who can read the blue print and make the items without instructions/he may ask queries for modifications or at time suggest modification in the original plan.

Electrician without licence can be semi skilled and and with licence the electrician will be skilled, Mechanics and pipe fitters will be fixed as per the availability of the workmen in market and you can fix their category. But for welder it will be decided as per their qualification if the welder passed in 5G or 6G then you cannot give them simple skilled rate. Of sure they will expect more than the skilled rate. But for those who are in the level of 2G or 3G then for them you can fixed in Skilled level.
Hope you can understand my contention. You can fix accordingly.
