to be well-versed in contract labourers' related law and management, please read the books on contract labour regulations and abolition act.
i do not think a training programme to this effect would suffice.

One- Day Workshop on “ABC-XYZ of Contract Labour” on Friday, June 21, 2013.

The Contract Labour (Regulation and Abolition) Act, 1970 is an archaic piece of legislation. However the law and more importantly case-law on Contract Labour has become enormous with many decisions of the High Courts and of the Supreme Courts, some of them conflicting. In the present environment, where outsourcing has become an endemic activity and the engagement of contract labour has soared, it becomes all the more imperative that HR professionals in companies understand the obligations, risks and liabilities that they are likely to encounter in the engagement of contract Labour.

Many HR professionals do not have a good understanding of labour laws and industrial relations practice. The Industrial Relations Institute of India, a non-government, non- political professional body is organising this Workshop for not only the HR professionals who are not conversant with labour laws in general but also for the purists and specialists who need to know the latest case laws and appreciate the changing judicial pronouncements subsequent to the SAIL judgment, extremely relevant for all Personnel Professionals. This workshop will not only provide a general understanding but take the participants through the finer nuances of case laws that highlight what is a sham contract, risks of the principal employer, answer questions of whether job contracts risk free compared to labour contracts, does engagement of contract labour for more than 240 days pose risk for the companies, does rotating employees between different employers help, etc.

Dr. R. Krishna Murthy, Director, IRII an expert in the field of Industrial Relations who has undertaken research into this subject and Dr. Rajen Mehrotra, President of the IRII, who was the Employer’s Specialist advisor to the ILO give a national and international perspective to practices in the engagement of contract labour. Mr. Manohar B Gajare, Retd. Jt. Commissioner Of Labour, Govt. of Maharashtra and Mr. Bharat Goyal, Advocate also bring to the Workshop the Government and Legal Perspective. The Workshop also provides some case study based learning to the participants, a very unique way of discovering whether the understandings and learning’s of the Workshop have been internalised by the participants.
