Hi Rajani,
If the employer does not sign the withdrawal form 10C of the PF then the solution is you can get the same signed by a Gazetted officer & also issuing the letter saying that the employer is not willing to sign. After all it is your hard earned money.
In case you have any doubts please cross check with the PF office also (with the PRO) .
