You could have written about the nature of the industry, your company's finished product, the number of employees working on the shop floor, the production processes and sub-processes, total production cycle time etc. Sans this information, it will not be possible to give any kind of guidelines.
Going further, the most important thing we need to know is whether the Production Planning Manager has been already recruited and now you are preparing the Job Description (JD) or the JD is being prepared to facilitate the proper recruitment. I ask this question because the Production Planning Manager will have to do production planning and give guidance to the Production Supervisor on the preparation of the production schedule.
However, if the recruitment has already taken place then what is the use of inclusion of a few duties if the person does not have the competence to do it? In contract, if the recruitment is to take place then you can check whether the job candidate is thorough with all the tools of production planning/scheduling.
Whatever the case may be, roughly the mainstay of the duties of Production Planning Manager lies in:
a) Reduction in the production cycle time
b) Reduction in the machine idle time
c) Reduction in labour idle time and
d) Reduction in the set-up cost
