Your job as you say, involves from zero HR to introducing entire gamut of HR policies and procedures in Photograhy industry apart from immediate challenge of employee turnover.
In my view, your critical areas will be recruitment, on-boarding/Induction system, employee records, labour law compliance, compensation structuring, attendence system , Leave policy and procedures, which are foundational HR interventions. As you establish and move further, concentrate on performance management system and rewards and recognition .
Since whole lot of HR systems are required, you need to prioritize in consultation with your boss and move forward.
