Can a staff of Internal Control or Internal Audit issue query in the course of investigation to a staff of the company who is his/senior in grade? We have a case recently and many were arguing that the Control staff cannot issue such a query but should get his boss to do so. The staff that issued the query is directly handling the investigation and as part of the work needed to obtain explanation from principal actors in the case.

It depends on the organisational work pattern.
Queries of internal audit need to be addressed before it gets converted into an internal audit objection.
Normal pattern is audit staff inspect and write preliminary queries and give it to the office/department concerned for clarification.
If query is satisfactorily answered, matter ends there otherwise it gets raised to HOD for discussion with Audit HOD.
All these queries regarding who will sign, discuss need o be put down in the internal audit manual.
Ego hassles should not intervene in such matters.

A staff by virtue of power vested by board to Internal Control or Internal Audit team can issue query in the course of investigation.
The position/grade of the staff elapsed and is considered as an Auditor for Internal Audit and that is for this specific purpose. The position of the staff becomes "auditor'' which is considered to be higher than all such grades in the company roll.
The non-coperation in the matter of Internal Audit is itself a serious misconduct and violation of guidelines issued by the board. The opinion of Mr Nath Rao is very specific to understand the issue.
