Is it mandatory to install hydrant and hose reels. as per the NBC of India 2016 - building below 15 metres in height?

Hi, Our factory building is below 15 metres in height. we are having control panel, fire alarm etc. Is it mandatory to install hydrant and hose reels. as per the NBC of India 2016, building below 15 mtrs not required. Kindly advice
