read contract labour(regaulation and abolition) act 1970. ask the vendor to get a contractor license, your company should not be having any employees working on similiar job profile, get required registration from labour commisioner office, ensure people maintain stautory registers, pay minimum wages, exact time in/out, leaves/ benefits etc at least on paper.
ask the contractor to submit photocopies of muster roll/wage sheet/ pf and esi challans along with the bill every month.
repeat the same for housekeeping, security contractor etc.
strategic bit: don't outsource core areas/ your company would lose in the long run
