Leave in between two holidays is not a problem and can be granted. But when a holiday intervenes two leaves, then the question of whether the holiday in between the two leaves, except Casual Leave, should be counted as leave comes in to being. Generally, any holiday which intervenes Earned Leave, Privileged Leave, Sick leave and of course leave without pay should be counted as leave.

There is no such rule. If the leave continues on 26th / leave on 22nd then it will be considered as 3 days. ( 22 - Leave, 23 - Holiday & 24 - Leave — - 24 - Leave, 25 - Holiday & 26 - Leave)

It is depand on your staff & management aggrement .
In some organisation there is rule Prefix & safix.
if you have any aggrement that means thay had mention between two public holiday you cant take CL/PL .
In my openion on 24 th is not Holiday so people can came to waork.
