It is good to know that you are thinking about Diwali gift !!!!
First and foremost BUDGET !!!! and other factors which you can think of is the age group of the employees in your company..
Since it is a gift you can give juniors cash as salary that they get would be lesser than the seniors and you can think of some fancy gifts that could be used in meetings for seniors.

Ist of all check the budget.
2nd donot be bias in gifting as this will demotivate the employees. The gift should be the same for one & all.
Options for gifts depends again upon the budget, as the count of employees is less, hence, negotiating will be tough but not impossible. Go to the market & check what is durable & portable as per your budget. Dont include food items, as diwali is the festivals of lights & sweets, hence from 60 employees minimum 45 employees would be Hindu's & would be having sweets prepared/ bought for the festival.
During Diwali there are many exhibitions for corporate giftings in mumbai & i hope this will be also followed in Chandhigarh, if not then visit the local market, you will get variety & you can decide on it.

Dear Deepali,
By nature, when any function comes, we normally plan to give sweets, coffee cups or chocolates to relatives or frens, We give Crakers or dairies for our clients and we give cash vouchers or sodexos or bags or watches to employees. This is a tradition normally all people are follow most of the times.
Being more interested in nature, I like to suggest .. y cant you give a sapling(small plant) to all of them & ask them to plant it in there home or a small tree they can plant it in some space on this earth. (one day if you go to there house they can show you how long it has grown and also that builds your relationship with them)
Or
**You can have a book made of recycled paper(neenah paper) with excellent quality with a some article about health tips or some thing that spreads awareness about the environment**

as we mention on our wedding invitation cards "presents in blessings only" here better the company folows the policy " presents in cash only" policy
cash is the only most competitive purchasing power. Do arrange for paymewnt of diwali gift in form of cash as may be permissible by the heirarchy of your organisation
that's the best what can be suggested here

It will depend on budget and the profile of the employees.
If they are all bachelors then think of vouchers which they can use for shopping.
I also dont thing that you should discrimeinate according to the the position.
Household items like bedsheet set of towels etc are also attractive options.
