Since I am working as Administrative Officer in an Engg College, I have also faced similar problem like yours. I have dealt with this problem tactfully. First of all, I brought this matter in the notice of mangement. I have discussed with our system Administrator, who applied his knowledge and large number of PC were blocked to download. Where permission is granted, there unrelevant sites were blocked and by this way I could manage to save 80% expenditure provisioned for networking charges.
