Hi Malini,
Black & white Tv is so called as they can only project two colours and its cobinations (such as Ash and Graya) and thus named. A colour Tv is called coloured as it can project all combinations of all colours visible to our eye. Also it is no where mentioned that a black & white Tv is Non colour Tv.

Old is gold, chalta rahega. Black means no colour white represents all in one So, single colour alone can not compete with multi colours.

Technically, black is a color. It is all the colors mixed together however white is not a color because it is the absence of color. Therefore since white is not a color black and white is not a color.
