As you have to give brief details to candidate where they are applying and you have present good Image about a company (Brand Selling/ Company Selling ) to the Candidate that is why it is called Marketing but it is as you have to use different tricks to reach right candidate.
and it is Both Marketing + Hr Skills make a good recruiter
Because you have to use Marketing skills to convince candidate and HR to understand candidate (Human Needs) to drive him in a right way.

Lets look at the issue in the undermentioned manner.

Issue - Is recruitment an HR or Marketing function?

Job of Marketing - to market the product.

In this case the product is the company which is being marketed to the prospective employees. But who is doing this marketing? The HR Department. Who is sourcing the employees? Again the HR Department. Who completes all the formalities of recruitment? You guessed it right, the HR Department.

So, its obvious that the recruitment is an HR function. The point to note is that the HR Department has to market its company to get good employees. Thus a good catchy advertisement, internal references who can speak up for the company and so on to get the best talent in the market. A solid employee may ask "May I know two good reasons as to why I should choose your company over XYZ?" This is a question raised by candidates confident of themselves and with multiple offers at hand. This is also where HR comes into being able to project their company as the best.

Basiclly the recruitment is the part of HR , but some times it is handled by HR person & Marketing person, also in some small companies it is handled by admin & personal department.
The hr is started with manpower planning then recruitment , selaction, appointment, performance, exit & end with exit formalities

Yes, recruitment is part of HR, you may say marketing is involved in it as in the sense you need to market your organisation to the candidate so that he/she may also be convinced to join the organisation. In many cases it happens candidates turn up for interview collect Offer letter and then do not turn up for joining what lacks here is proper marketing of the organisation to candidate however this may be one of the reasons.
