Dear Madhavi,
Bosses never appreciate our work they always misunderstand us and if we made any mistake then they are more quicker to take any conclusion that we having shallow interest towards work.
i know only one thing in my entire experience,
if boss think he can overlook your 100 mistakes but,
if he think he can recall your past mistake and scrolled you out.

I do not see any reason for terminating an employee who is asking to be relieved, as I do not see any insubordination in asking to be relieved. You have not even made out any case of insubordination or misconduct against him. From your post it seems that you simply has not taken it fancy and it looks as if it has heart your ego deeply. I think you have taken a mindless decision to terminate the Engineer who is simply asking to be relieved. He is unwilling to work any further with your organization. By terminating him, you lose your own creditability as well as loss to the organization. HR role is not only to dwell on the sheer discipline, its role is to educate the employees about their rights, privileges, duties and decorum. You should remind the employee the correct way to resign - put in the resignation letter - serve a notice period or deposit the notice salary. By terminating the employee straightway, you are showing your arrogance as well as loss to the company. It will also not be a wise legal, well thought out strategy. Company may have to pay the notice period salary to him too. Will employees cooperate with you by your such a rude behavior? Will you keep on terminating each and every one at your whims?
