It depends upon the organisation's rules. Generally, if you are taking CL on a day before holiday/sunday, it will be counted as leave but if you are taking EL or PL then holiday/sundays will not be counted as leave.

As per Shops & Establishment Act, "The leave allowed to an employee under clause A and B shall be inclusive of the day or days during the period of such leave, on which a establishment remains closed under sub-section (1) of section 18, or on which he is entitled to a holiday under sub-section (1) of section 24 or section 31. In your case you are trying to mix suffix and prefix, you can avail leave on 24th december provided you have to remain present on 26th december or you may present on 22nd december. If you want to take advantage of prefix leave then you have remain present on last or first working day of that prefix holiday. This is what shops & establishment Act say, most of the companies draw their own leave policy and to give more facility to their employees they don't follow it, the labour department do not have any objection if employer give more benefit to their employees.

for SL, PL & CL the quantity is same with all the companies. When it comes to granting the leaves it differs from company to compnay.Every company have its own policy regarding leave in between two holidays or regarding holiday between two leaves. So you can have ur own policy for the same. Like generaly if an employee take leave on saturday and monday sunday is also counted as leave. But lts not the case in my company if i take leave on saturday and monday i will put only two leave for the same and not three.

Sl will be clubbed with EL & Comp Off & Holiday
EL can be clubbed with SL & Comp Off & Holiday
CL can be clubbed with Comp Off only any hokiday falluing between cl, CL would be taken into account. An employee can not take more than 4 CL at a strech.

I would like to inform you that this once again depends upon your leave policy of the company. Some company very specifically mentions that the leave cannot be sufficix or prefix in between your weekly off in such a situation this leave cvannot be given.
If any company's leave policy which do not have sufficix or prefix then in such acase we can sanction 24th as a causaul leave if he has leave or LWP.

( if he/she works upto saturday, Sunday will be treated his/her w/off, then Monday he will be on leave, Tuesday is holiday and wednesday he will report to duty) clear

My opinion is that if the Employee is having any SL or PL balance in his account then he can avail this leave between two official holidays.
