Dear Ramakant,
As per the understanding of your situation, i think the management has given consideration to your medical condition and didn't took any action. The purpose of Notice period is to do the knowledge transfer and complete the pending tasks which were assigned to you before you put your papers.
As you were on medical leave from 27 August to 26 Oct 2012 and you had 60 days of leave in your account, so the 2 months absence is adjusted with your leaves.
Taking 1 month notice period in your organization, You had resigned on 3rd Oct 2012 with serving notice period till 2nd Nov 2012. Now your leaves were adjusted till 26th Oct. only and you had not joined back services, so company has asked you to pay them for this time period (6 Days by calculation).
There will be no salary for November month as you didn't worked.

Dear Ramakant,
You have only 60 days in your credit. All finished by 26th Oct. If you rejoin you would have get 5 days. Other wise you will consider
as on loss of pay. Notice period means , the management need the time to post a new person or train a new person as your substitute.
When you were on leave you have no right to ask for Nov. wages/salary.

The T&C shown in Ur appointment order are final. U Should refer them. U will get Ur answer.
An employee while on sanctioned leave can render his resignation with a notice for a period
as shown in the appointment order.Accordingly U Ur self would be able know Ur eligibility.

Thanks for your valuable opinions.
In face the organisation where I was working, was very erratic and does not have any specific rules.
It was Autonomous Institute of Govt of Mahrashtra and working on most of rules applicable as per Govt Servant i.e. B.C.S.R. Some of staff was governed by the Institte and no specific rules and regulations were there. The increment, leave policy was not specific.
