Some of our employees had requested a transfer in June from 20% HRA to 12% HRA locations. He was relieved of his duties on 01.07.2011, and the employee resumed duty on 01.12.2011. There is doubt regarding the leave salary HRA claimed; some of our seniors mentioned that he is eligible to claim 20%. However, the officer at the new location only provides 12% HRA. I need clarification on whether the employee is eligible for 20% or 12% HRA. (From 01.07.2011 to 31-08-2011, HPL for 90 days was commuted for 180 days, and from 01-09-2011 to 30-11-2011, E.L. had been deducted.)

Please assist me in understanding if there are any specific leave rules or provisions that determine the employee's eligibility.
