Dear Kalijanni,
The document you have attached is a Government Order, not a notification. In response to the Government Order issued, the Printing Department has issued a Gazette Notification on Minimum Wages, which is currently pending with the Printing Department in the AP Secretariat. The Minimum wages will come into effect from the date of the issuance of the Gazette Notification. I assume it will be from the 1st of October 2011.

Ok, I appreciate your concern. I'll take it, thank you for that. However, I stand by my comments. Since this thread has been started by me and I have provided almost all the attachments, I will have the responsibility to guide people - probably not the way you might think. So leave that to me.
By the way, it's for those so-called INNOCENT to watch out for those attachments. Not going through the thread and posting or re-posting the same queries is considered SPAM. I'm trying to avoid SPAM, Silly Arguments, and unnecessary displays of smartness ;)
If it is appropriate here, take it, 'gummadi kai donga evaru ante bujalu thadumukovadam.' Next time, use proper punctuation with well-built sentences so that I can understand whether you are suggesting something or asking something.
