Latest minimum Wages for Esi Deduction is minimum Labour wages but for ESI Deduction it is up to Rs. 21000 is the limit , i.e. if a wages / salary is below Rs. 21000 then ESI Deduction is must.

Sir, as per Rule 52 of ESI (Central) Rules, 1950, employees receiving average daily wages up to Rs. 137 are not required to contribute under the ESI Act, 1948. However, the employers' share of contribution is necessary to be paid.

I agree with Glidor. To be precise, as per ESIS Act revised as on 9.8.2016, anyone Earning < 15,000, is required to be covered under ESIC. This wage threshold is w.e.f. 01.05.2010.
