This has been an age-old problem in India. There are different dimensions to this issue. As an HR professional, we need to look at it from different perspectives - as a Business Partner and at the same time as a socialist as well.

In the first place, as a strategic business partner, you need to consider the nature of the industry, whether it is labor-intensive, operating under one roof (factory set-up), and how far you can stretch if you lay down stringent criteria to block the entry of unqualified individuals. At the same time, as HR professionals, it is also our responsibility to ensure that a cordial atmosphere prevails in the surrounding area, which should be conducive for the business even at the cost of making some compromises in the overall interest of the business. We should strive to deal with people in a fair manner, which will benefit the industry in the long run.

My suggestion is that your friend leaves the organization as soon as possible unless he is ready to turn a blind eye on this. I know it sounds stupid and foolish, but I have my reasons.
