It is very Interesting, I would suggest you to take some Best Samples of his nuisance behaviour, also moblise some staff members, have a meeting with your MD or Owner, and the total issues in front of him.
Also prepare a good Show cause notice and arrange to issue the same through your MD or Owner, upon his reply you call for an External Enquiry.
Upon the reipt of the Enquiry Report it will be easy for your organisation to through him out.
2nd Option is : Non co-operation from all levels to this guy and go in reverse way to START FINDING MISTAKES in his works, and start insulting him in front of others.

this will always remain a problem, same is in my office also,
even my branch head is not taking action on this, presuming that there is 1 dustbin at every office.

when you face the unwanted problem in the office premises, you have to be very silent and watch the person even he do unwanted thing, if you are polite automatically he will be silent. and then you take the matter to you superior or even higher official.
or
first speak to him about his importance face to face and explain about his activity and discuss about the company rules and regulation. it will also improve him and will let him change from his activity. thanks

I envy you for having only one trouble maker. ( Normally people have multiple).
I suggest the following steps.
1) Communicate this to your bosses and ensure their support.
2) Be cool headed and catch him whenever he does some thing wrong. Issue him show cause letters one after other. If he is a clever guy he would mend his way. If not issue him charge sheets ,arrange for enquiries & take disciplinary actions accordingly.
3.) If he is coming under management category you can discontinue his employment like other companies do by paying him off for the notice period.

Issue a Showcause Notice upon his behaviour, ask for explanation within 3 days .
Upon his reply, issue one more show cause notice saying that not happy with your reply, hence management has decided to conduct the external enquiry.

Now you are making policies for that company na...in that policies better you mention about "conflict policy","rude behaviour",harrasment policy,un necessary creating issues.... and the other related policies...if any one violate that what are the actions should be initiated you should mention in that policy and as per policies of the company every body should work in the organisation.
