This is certainly an issue which every HR is facing.
Some of the ways are ,
1) To educate the employees on the Mobile Phone etiquettes
2) To Make it a policy to have Mobiles on Silent Mode.
3) To have jammers in the office
4) To have designated places where they can go and speak and not at the desk.
5) Have Award /Points given for employees for not picking any calls on the floor and Send in a weekly circular with a " Letter of appreciation".
I feel educating the employee on the usage and giving awards for not answering any call at the work place, will help in solving the problem in a way.

Talk to your seniors. Have a meeting.
Banning on phone depends on company to company policy. Like in BPO agents are not allowed to carry their cell phones on the floor(Where they work). If it is affecting your daily production they take a serious step.
Basically let the seniors of each dept. know about it.
Then take a serious step. That is what my suggestion is

There should be a system of pagger/loud speakers like every big hospital has in Pakistan for the doctor attention and it should be operated in the vicinity of Telephone Operator/switch board room. If the office is scatered on multiple buildings and wharehouses.
if it is an office in a single building having multiple sotires, then they should have an employee or floor supervisor to be attentioned regarding the call of any emergency from any employee's home or etc.
further more it is recommended that cell phones should be on silent mode and awareness regarding "cell phone waves can harm the brain and neuro system" shall be increased by sign boards and other notice boards through out the company premisses.
hope that will contribute to policy making.

I agree to wat every1 says..........But u can undermine the imp of a cell phone.....Sum1 might get an imp business call wen he is in the office......u cant keep a chk on every ee wether the call he is attending is pvt or official.....
even wen v get totally stressed out v prefer talking 2 sum 1 close which is not wrong but shd b done within limiattions ...........and not AT THE expense of work
well iof sum1 keeps neglecting his work and prefers to stay on the phone that speaks about his professionalism and commitment towards the co.....

Either of the followings can be used to control the same:
- Make a policy that mobile phones cannot be attended inside the work labs as they disturb the other team members who are trying to concentrate. Mobile Phones should be kept on Silent / Vibration mode and calls should be attended only outside work labs.
This is what we have implemented in our organisation.
- Get the mobile phones deposited with the security and do not allow people to carry them to their work stations. They can use them only during break timings.
As currently there is no policy, people will resist alot...watever you may implement but gradually they will settle down.
These days, most of the companies have implemented such rules.

I'm not sure what kind of organization you are dealing, anyway, there are some procedures what we are keeping in our rolls.
There is no cell or personal communication devices allowed in development / data processing / secured areas, except senior managers and Chief Executives. Other communication methods like Chats & mails, for these people, are protected to official usages & strictly monitored by firewalls.
Business HR / Development / Marketing people are allowed to use the same stuffs in there cubes & systems.

Ban only those things which can cause security or fire hazard.
The policy for mobiles should be that phones be kept on silent mode.
Phone should not be carried while entering senior officers cabins/computer room or trading room etc.
Speak using mobile in low tones so as to avoid disturbance to other people working.
In meetings also, ensure mobile is kept on silent mode.
Always remember attending calls while sitting in some other office should be avoided to the greatest extent possible.
Mobiles give great convenience and connectivity,but needs to be used carefully and with consideration during office hours.
