I have a Private Security Agency and I often participate in Government Tenders. The problem is there are two wages one provided by Central Government and other by State Government. In many of the tenders its written to follow minimum wages but they dont specifically state which one central or state government because they themselves are confused. Now what to quote Central which is higher or state which is low and please attach some GR or notification regarding this with your answer.

Due to increase in minimum wage of central sphere the company's may increase the salary of unskilled, semi-skilled, skilled, highly skilled labour but what about the above executives and officers. It has been found that some companies are adjusting the minimum wage by deducting the allowances. In notification there is no clear information about the adjustment of the minimum wages. What is the procedure to prevent the company to adjust the minimum wage with any allowances. Pl. Advise.
