I have gone through all the guideines for this topic.
In particular of timings, it's depend on the requirement of an organisation
need of the hour in respect of employee concerned.
In private, timings are not confined it is with the job responsibility and
compliance of that particular work.
if emp want to have long sustainability in a company esp. private we
should forgo smaller ones.

First and foremost, you need to speak to that so called admin supervisor on why he is opressing you to come early. Tell him, company bus coming late etc is not your problem. If he is preaching to come at a certain time, he needs to abide by that, else he has no right to tell others. In short, he must shut up.
If he tries to act smart, take it up with your supervisor or his boss. There is not much he can do to you

As I see it, you are simply being bullied! Most bullies are encouraged by those who meekly accept bullying. So stop accepting unauthorised commands from this person. Raise the level, if need be.

As per factory act working hours are 8 hr per day / 48 hrs in a week . In the factory act there is no division in workers and officers, accept occupier and factory manager all are the employee of the factory and came under the same act / rules . However in many factories officers are treated separately, they are ask to work more than working Hrs with out any benefits and takes work like bonded workers.This will increase factory profit by reduced manpower . This is very harmful which is reducing employment in India like country.
