Mr Harikrishnan has rightly analysed. Principal Employer per se is not a party in the conciliation. Further, witness wont become a party for the agreement. I feel, the remedy is to forward a copy of the conciliation to the Principal Employer to fulfill the obligation of payment, in case the contractors fails to do it.
