I understand ur problem actually its happen but before giving u any solution I need some more inputs from your side like - total no. of employee, level wise . how many male how many females level wise ,do u have JD's for all employee or discrimination policy, code of conduct, ur write-up make me to understand that u do not have problem of equal opportunity, solution of your problem needs some tactical methods , facing of problem is the only solution of coming out of it and development of professinal career.

Your reason to look for another job is your feeling of being dominated/ignored in the present company. And you are tempted to join a mfg company as it offers two incentives-much higher emoluments and an opportunity to quit present job.
The way you need to look at the situation is:
You first objective should be to achieve (relative) professional autonomy in terms of knowledge and skills.

The way you need to look at the situation is:
- Have I done enough to make peace, establish myself, harmonize relations etc. Here the number of efforts do not matter. If you are satisfied with the inputs that you have given to the situation so far to establish in the present job is all that should count. If your answer is YES, you have a few other issues to consider viz: Am I equipped to handly new resoponsibilities? Are the new people(management) patient enough to wait for results. Are they themselves clear about what they want from a new HR person? Often people use all the right words wothout understanding one bit!!
- In the new company structure, as I understand from your mail, you will be the head and will have to be establishing the HR function there. That means you need answers to all the questions that may/will come up from time to time.
- In your situation, I feel you need to work under a good senior in an establised company, learn the tricks of the trade (as it were), get solid foundational experience in the function before you venture to fly solo!
- Often an effective "dialogue" with seniors and superiors is able to resolve a lot of matters.

If u r nt happy with ur current job and have an option to move out, dont think twice....
U only need to take into consideration that this new firm doesnt prove to be a bigger jerk than ur old one.
And also, u need to be confident enough that u can start a new dept without support, coz i have the experience of seeting up new dept, when i joined my cmpy. I missed the experience hand.

I think all the replies out there are pretty sounding for you to put in your thought processes. I may be incorrect - but generally manufacturing setups are male dominated. This is from the fact that I have had 14-15 years of experience. I am currently working for a manufacturing set-up and pretty much in lines with what you have said. It is a start-up organisation, and have plenty of opportunities to work on the HR processes and systems. But at the end of the day - one get the undertone of how the organisation functions, as the culture is defined and atriculated by the top management.
Try and seek some more information on the new organisation you are about to join. Try and know more about the management, how they function. Try and seek more information on how they would like to evolve the HR Function, in which areas they would like to focus strongly. Are they in tangles? If yes, then just quit taking the offer. I suppose then they just require someone to solve their ground level nittigrities, which, I suppose would leave an ambitious and forward looking individual frustrated.
