Why can't we bring the single child to the track where many kids are there.Then we can divert the track to un operational one

Nice one. The train should go on its normal track as the kids playing on it know that they are playing on a operational track and there was chance that they were cautious and would vacate the track if the train horns were sounded repeatedly and its speed reduced within safe limits.
The lone child playing on non operational track will not be cautious as he is aware that he is playing on safe track so he may not give attention to the train horns so he was bound to die.
We cannot change the right decisions to favor the wrong does but we can at least give them opportunity to correct them selves before it is too late.
The right or wrong, legal or illegal is just the outcome of will of some decision makers which may conflict with majority or individual will.
