Same way is their any problem to get the experience letter and releaving letter from the current employer (i mean to say that if the employee is not on the company pay roll, than also the employer can give the experience letter and releaving letter to the employee, if he want to quit the job?)

Sometimes Employer keeps such employee on off roll i.e. these employees work for employee and they are paid in cash. No official record is kept for theses employees. These help them to avoid On roll employees benefits to such employees.
These employees do not get appointment letter, offer letter, salary slips, salary certificate and Experience letter. If provided it could create problem for the Employer.

Hi,
As you mentioned your friend need salary certificate then that employer is correct.
The company where your friend worked they should give salary certificate that so and so employee worked for this duration to that duration and the mode of payment they given in cash .
On company letter head they should give so the new employer trust and that letter head should have stamp and signature of the managing director so that it will be valid to other organisations.
Thanks
