have a committee of employees for purchasing foodstuffs/ deciding on menus/ distribution etc
at the month end, divide the share..
the cost is extremely low and quality of food stuffs etc is very good...
i have been the mess secretary of such a canteen myself...

We have a manufacturing unit in Gurgaon Haryana. As the number of workers have been increased to 250, we want to construct a canteen in the factory. So, Please tell me how to get the approval for constructing a canteen. What are the documents required for getting the approval. Please enumerate the numbers of documents and the due process required for approval.
