What formula to use in excel to calculate leave balance based on a pro-rata basis if the joining data falls in between the month. Eg: 22/07/21

Everything in any process is not required to do by formula in excel. There should be some feel based on commonsense .
Let us consider the employee after joining on 22/07 /2021 will be eligible for leave on 01/01/2022. The Organization has leave policy to provide 30 days privilege leave at the beginning of the year. In the instant case the employee will obviously eligible for proportionate leave and that may be calculated as follows:-
30 days leave per year means 2.5 days leave per month. Full months available Aug, Sept, Oct, NOV & Dec i.e 5 months and 10 days in the month of July. 2.5 * 5 + (2.5/30)*10 = 12.5 + 0.83 = 13.33 which is 13 days as on 01.01.2022.
