Is Factory Act 1948 and Maharashtra Factory Rules 1963 applicable for IT industries?

As per my understanding Shops and commercial establishment act of relevant state is applicable to IT companies. However both PF and ESI is applicable to IT companies too.I do not know about Maharasthra Factories Rule.
