All these notifications are advisory and if government issued an direction for the same, it is not prescribed under any law that government can direct private companies to pay salary without work.

The MHA has released order under the Disaster Management Act, 2005 directing employers not to layoff/terminate employees and pay the salary without any deductions during the lockdown period.

Since establishments will be working on reduced capacity, it is likely that many employees may have non productive days. Employers will have to pay these employees as they are not able to work because of the government lockdown.
