If you have offices in other locations, yes. Your contract manpower should be included in PE manpower for calculating shops act fee; they work on the PE premises.

Dear Mr Bhupendra,
If you are having Offices in various Locations/States, you come under the Purview of respective State Shops & Commercial Establishments Act, warranting Registration, Notwithstanding Registration /License under The Contract Labour (R&A) Act.The Contract Labour (R&A) Act, is a Central Legislation & Shops & Commercial Establishments Act, is a State Legislation. If you are not having Office in various Locations/States, Registration under Shops & Commercial Establishments Act is not required.

Sainath Sai Ram,
If contractor doesnot have office in a state, how does it administer the contract? The attendance, leave & wages records should be available at the state location as contract labour is working at the site of the state.

DEAR Mr Shrikant Pra Sir,
Attendance, Salary Abstract can be prepared at Contractors Head Office, not necessarily in the Location. No Issues. But, all relevant Records as applicable to respective Principal Employer to be produced to the authority concerned by the Contractor
