No, you can’t withdraw without employer attestation. The best possible solution is apply for online transfer.

Mr.KKRTJY if you want withdrawal your pf amount and previous employer dn't support then meet to Enforcement Officer in local pf office, give them an application (application about irresponseble previous employer etc..) with your claim form and also send that application by request mail to local pf office (Sub Regional Office) and administrative control office (state leval) (for mail id. epfindia.com-->for employee--> LOCATE an E.P.F OFFICE ---> select your state and district) ,
and if you want to transfer your account just fill form 13 and sign it by your present employer and submit to epf office,it dn't meter if you have two differ UAN

Your Latest UAN Number is valid and the previous UAN Number will be deactivated if you apply for online transfer using the latest UAN Number.
In your case, I can't see any mistake from your previous employer. You have not properly relieved to process your PF Form and you have not submitted the KYC hardcopy & filled up form 11 to your previous employer to approve your KYC online. So, if you approach the PF Office with your case, they shall not accept your case..
