Dear Neha,
There are various types of leave for various purposes which can be given to your employees. It is not very clear from your question whether your organisation already have leave policy or not. One thing you must clear in your leave policy that what ever leave policy is there in your organisation, it can be claimed as a matter of right. The sanctioning authority can, at his/her discretion, refuse or revoke any leave when exigencies of service so require. i.e. an employee already on sanctioned leave may be recalled by the sanctioning authority, if considered necessary, in the interest of the service.

The leave policy can be designed keeping in mind of business exigency, legal requirement and various other factors.
As a general rule of thumb, most of the organizations divide leave into various types, like Annual Leave, Casual Leave, Sick Leave, Maternity Leave, Leave without Pay (LWP) etc.
Annual Leaves can be decide as 20 or 30 per year, credited in employees account every month/quarter of completed services on pro-rata basis. AL can be availed for any number at a time. AL should be pre-planned and pre-approved before proceeding for leave. Unused AL is generally carried forwarded to next year. However, you may put a cap on maximum number of ALs that can be carried forwarded.
CL can be used for emergency purpose, when pre-planning of leave was not possible. You may allow maximum of 2 or 3CL at a time. Approval may be allowed after coming back to work. You may or may not allow carry forward of unused CL to next year.
Sick Leave (SL) as the name suggests should be allowed only in case of sickness. You may ask for medical certificate if SL is taken for more than 2 days or so at a time. Unused SL is generally not carried forwarded.

Consultants or professionals engaged on Retainer basis are independent entities who offer their services on terms and conditions agreed to in a Contract signed between the two parties (the Company & the Consultants)
Therefore there is really no need to frame Leave Rules or Leave Policy for such entities.
