Dear Sirs,
we are in the process of setting KRA . We are in manuafacturing sector . Few months ago we have established Safety dept.
We have assigned KRA for the safety officer is " Achieve & maintain Zero reportable accident status " . Our safety officer is arguing that how HR can assign this type of KRA to single dept or person .
As per his statement Hr need to give KRA such that which are 100% in his control & not on other's.
I am now confused . Can anybody suggest KRA for safety dept./Safety officer
I am expecting that seniors will show the way to me regarding this matter.

Dear Friends

There are certain departments in an organization (industry) where KRA (Key Result Area) can be set. Department and individual efficiency can be measured with the result achieved against KRA. However for certain departments and individuals KRA is not workable. Set KRA should be achievable with the resources and the existing management systems. Here we have to keep in mind that while setting KRA it is not to the whim of one who sets it. KRA will only be set on consensus. Officers who are conversant with the functioning of various departments or individuals alone can set KRA. Fixing KRA for safety department or safety officer is an example.

We work with men, materials, equipment and environment. It is only our dream to achieve and maintain zero accident. It is only a slogan used by safety personnel to motivate workers/staff. Safety department functions in an advisory capacity. They have no role with the core business. It means safety department have no control over most other functions.

Again responsibility for accident prevention is not only with the safety officers. It is a collective job. From CEO to the last grade worker every one in the industry has specific role in accident prevention. If you have to set " Achieve & maintain Zero reportable accident status” as KRA it is applicable for the industry in total and not for safety department or safety officer alone.

If it is necessary to set KRA for safety department it should be for the activities.

For example: We can set KRA on number of inspections/ auditing, safety meetings, safety training, mock drills etc. and it is as simple as that.

1.LTIFR
2.near miss reporting
3.No. of Training given
4.Reduction in Fire Incedences
5.Critical jobs sucessfully done.
6.How many serious unsafe work were stopped at the step
7.Innovations done
8.Improvement Projects etc...

I am totally in agreement with Mr. Keshava Pillai views. Along with that, I wish to highlight some more points:
As you have established safety department recently. Safety officer KRA has to be more focussed on Implmenting safety culture in your organisation. For example: Framing HSE Policy incosultation with top management, The HSE policy must be specific, measurable and achievable. Risk assesments done for hazardous jobs.
Accordingly you can frame his KRA like the progress made in implementing the policy, preperation and implemetation of Safe Operating Procedures, HSE Manual preperation etc...

Your safety officer view is 100% correct. In our company also achieving zero reportable accident is given to front line shupervisors and shop floor managers. the following could be the KRA of safety officers.
1. ensuring statutory compliance - testing and certification of equipments by competent person
2. Conducting safety training programmes to all work force. XX mandays per employee.
3. conducting various competitions and promotional activities to inculcate safety awareness among the work force
4. Drive permit to work system
5. guide the shopfloor managers in selection of right PPE.
6. Drive safety committee. etc., etc.,

Zero reportable accident - itself teaches that when accident / incident occurs is not to be reported to acheive KRA. (Even management will support in hiding the incidents). Please remember that safety KRA is most important for company's reputation.

It may be corrected to - Aim Zero Accidents. All incidents needs to be reported and CORRECTIVE actions needs to be taken and not just correction. As correctly mentioned by Mr.Feroz and Mr.Durairaj first concentrate on SOP, SOG's, OSEMP and functional procedures like work permit system etc. First frame the procedures and implement it. Ask to go for more than 8 elements of PSM this year and remaining 06 may be taken next year. COmmunicate with Safety Head as he too would like to implement safety standards and create safe working culture. Let him decide his KRA rather then you preparing for him. Request him to submit his KRA and min 5 KPI against each KRA.

Pleae remember that do not push or intervene too much in HSEF functions as their planning is more important as they are professionally qualified and experienced.

In my opinion Your safety officer is Very correct because he is not the person who have the overall control on the activity & a single person can not held responsible for the unsafe conditions present in the plant & unsafe human behaviour of a person,
Secondly, as per Factories Act 1948, the role of a Safety
officer is only a advisiory role , he can aware, identify & advise about the potential hazards which can lead to any mishap implementions is not his
officer

My comments on your posting:

You must take safety as a part of KRA for both Safety Professionals as well as Line Engineers/Managers, as its the responsibility of all. Not only the job of a safety officer.

For Safety Professionals you can put following KRA's:

1. Assisting management in preventing accidents. (Give different rating for fatal, reportable, etc.)

2. Assisting management in Investigation of all incidents, Report Making, Ensure the implimentation of recommendations.

3. Giving Training on HSE. (Make an action plan what all training required in the begining of financial yaer. At the end compare it with acual and accordingly you can give ratiing for this.)

4. Assisitng the management in maintaining safe working environemnt at palnt. (Audit of entire palnt - May be once in six months or once in a year, Site Inspection, Etc.)

5. Statuatory complaiance of entire plant.

6. Strengthening the safety management system by placing needufll visuals at vantage locations, ensure testing of all lifting tools & tackles, etc.

7. Strengthening the contract safety management by making site required guideliness., Etc.

For line engineers:

1. Self condcuting Internal Audit of their sections, points identified & rectified. (specify time bond, say once in a month, etc. and accordingly give rating)

2. Number of incidents at site: Give ratings as per below classification

2.1 Near miss

2.2 First Aid

2.3 Non-reportable

2.4 Reportable

2.5 Fatal

3. Reporting Incidents. If anyone not repeat give rating accordingly.

4. Making Safe Operating Procedure in co-ordination with safety dept. and displying at site. (Give traget, give rating by analyzing target vs done).

5. Conducting Tool Box Talk regularly., Etc.

If one of KRA is "Develop Safety culture in plant "
Is only accident frequency used as measuring tool?

Set the KRAs to individual such as
1. one to look over the fire extinguishers,
2. another will look over minor accidents and maintaining the same. whose kra will be to reduce the frequency of minor accidents by taking corrective actions.
3. Safety Head to look over the major accidents by investigating, conducting timely meeting of the same and rating will be given based on the corrective actions taken and the traget will be to reduce the frequency of such accidents.
