yes u can combined COMP OFF AND WEEKLY OFF TOGETHER. For ex, u want to take comp off on friday and u have a 5 day week. In that case u can avail 3 days holidays, i.e, friday being a comp off and sat and sunday weekly off.

Anyone irrespective of their designation can avail compensatory off. There is no such law where it has mentioned that managers and above can not avail comp off. But yes, it depends on internal company policy , whether they would be permitted to avail this facility or not?

I agree that this is internaal policy of the company to sanction comp off for managers..My management says that To work on sundays is part of Managers responsibilty ...So no comp off for them..
Is that rite that we keep on exploiting people..likethis..if a person has worked on a holidays its his rite to avail it next day..
But my management fears that people might start taking disadvantage of the policy..Thats why they are not involoving managers..Since they are the ne's who are mainly woring on offs...

No , it is not the responsibility of managers to work on sunday(pl refer SHOPS AND ESTABLISHEMENT ACT). But yes, they are liable to work on sundays, if they have one weekly off in that week. Try to convince your management that giving comp off in lieu of any weekly off or public off is employees rights and they can not violate the rules.
