Sorry, I am asking without knowing the whole incident, but why do you have to issue termination letter? Ask them to search for a job and in the mean time tell them to submit their resignation.
The word termination is used in case of punitive action and not in case of restructing. It will be a bad mark on the career of the employee. If the Management insist on issuing letters then you term "separation due to restructuring" or something similar.
If the issue is still in W.I.P stage, let me know I may give you a draft.
