Hi Swathi !
If some companies are following some rule and we also have to follow the same is not correct.
The exact followup is :
There is an act that "The Factories and Establishments (National Festival and Other Holidays) Act,1974".
As per this Act, the following Holidays are compulsory :
1. 26th January -- Republic Day
2. 1st May -- May Day
3. 15th August -- Independence Day
4. 2nd October -- Gandhi Jayanthi
As per the above act, the total recommended Holidays are 9 including above referred Compulsory Holidays.
Apart from the Act, it is the descretion of the Management to allow number of Holidays.

Hi Swathi !
Apart from the "National Festival and Other Holidays Act,1974 one more Act is The Shops and Establishments Act.
In this Act complete Holiday rules are referred.
It is the management's discretion to allow number of Holidays.
As the HR person we have to see the minimum limit is covering or not. And also The Labour Commissioner will issue the notification every year at begining of new year regarding compulsory allottment of Holidays. You can get copy from them and can decide to how man Holidays to be declared.

Dear Swati,
Hopefully you are looking for law applicable in Karnataka, for this you will have to see the Karnataka Industrial Establishments (National and Festival Holidays) Act, 1963 and Karnataka Industrial Establishments (National and Festival Holidays) Rules, 1964 and also Karnataka Shops & Commercial Establishment Act, 1961 and Karnataka Shops & Commercial Establishment Rules, 1963.
As per Sec 3 of the Karnataka Industrial Establishments (National and Festival Holidays) Act, 1963 employer must provide 3 national holidays and 5 other holidays. (Bare Act attached)
In our company we follow Haryanas State rules and List of Leaves released by Ministry of Personnel (copy attached)

Dear Swati,
First of all Holidays = Public Holidays. State rules will have no implicationas far as my knowledge goes. State will come into picture while deciding about the days off.
The minimumnumber of public/national holidays is 8 no.s as per me.
However some co.s give 9 or 10.The standard practice is to give 10 Public holidays.
The mandatory holidays are already mentioned by one of the member which is must. The remaining can dedecided based upon the festivals of the employees working in your organization. The detailed list of holidays can be taken from a State Bank - (online through Goolge) and then the list can be squeezed accordingly.
Thanks,
Shalini
P.S.
