Dear Experts: Could u please help me out by clarifying as to whether a welfare officer appointed under Uthrakhand Factory Welfare officers rules be transferred to the factory located in other different states of Factory? What would be the compliance adhered?

Yes you can but you have to inform Deputy Director of the Factories (DDF) and Labour department for the same. pls note that if Welfare Officer position is applicable in the unit which you are transferring them you have to to appoint new welfare Officer for that unit.
So i would suggest you hire a new Welfare Officer for new unit as per applicable law.
If you will take any decision related to the welfare officer, then you have to prior inform these things to the labour Department in written form.
