A Welfare Officer's status and grade should be at a senior level, as per the Factory Act. The Welfare Officer acts as a bridge between factory management and labor, developing policies, guidelines, systems, and procedures on welfare facilities in coordination with top management. They also analyze and implement the needs of welfare activities.

Generally, a welfare officer is always an officer grade, which means it starts from executive level and goes up to senior management depending on experience. Some companies have Standard Operating Procedures (SOP) for the grade of each department. Welfare officers usually begin as Executives and are later promoted to Senior Executive, Assistant Manager, Manager, General Manager, etc. However, graduates and postgraduates are usually graded as executives.

A welfare officer always holds a higher position than workers and supervisors.

You must be aware that a Welfare Officer is appointed in accordance with the provisions of the Factories Act, 1948 (sec. 49). The State Government may have framed Rules regarding their duties, qualifications, and conditions of service. Here in Haryana, we have the Punjab Welfare Officer Recruitment & Condition of Service Rules, 1952 in force. We hope you have your state Rules on the subject. Kindly review them for the grade and scale for these officers. You can also approach the area Inspector of Factories for the same.

Schedule 49 of The Factories Act 1948 provides that in every factory wherein 500 or more workers are ordinarily employed, the employer shall appoint a person who can act as an advisor, counselor, mediator, and liaison between management and labor for improving the efficiency, productivity, and profitability of the organization. He is called a Labor Welfare Officer (Qualification, post-graduate in Social Science and recognized by the state government). No grade has been defined, but since the welfare officer is mediating between management and workers, the grade must be at the executive level.
