Hi Everyone, In my current organization, the sick leave policy is such that after the calendar year is over, the pending sick leave gets lapsed. Hence the majority of my employees use pending sick leaves in December. How to stop that from happening? We have majority absenteeism in December month.

You may consider allowing the sick leave to be carried forward to the next year subject to certain limits. Howsoever condition you may put for availing Medical Leave in December month, it is much easier to get a medical certificate and there is no effective method to verify or disprove the Medical Certificate.
Availing medical leave on false grounds amount to malingering, a misconduct in many Standing Orders of many old organisations, but hardly anybody was booked and punishment imposed for it.

Carry forward of sick leave can be considered.
The culture of paying and getting a fake medical certificate is flourishing.The doctor who issues and the employee who wants it are to be blamed.
As a matter of incentive-employees who dont take sick leave should be given some extra credit in Appraisals.

Carry forwarding of Earned Leave & Sick Leave are admissible. Many organizations are following this practice. Only in the case of Casual Leave, unavailed portion shall be automatically lapsed at the end of the year.
Hence you may consider carry forwarding of Sick Leave, so that this will help to curb the practice of availing Leaves in December month.
Alternatively you can consider instituting Best Attendance award and/or
awarding a credit in the appraisal form with regard to attendance.

In reference to the above problem that you are facing you can discuss with the management for same because Absenteeism can affect Team performance & productivity you can also inform all the employees through Circular that related document for medical leave/SL will have to be submitted in HR Department also mention that HR Department will be verify the document with the issuing authority and if someone is found misusing the Sick Leave benefit disciplinary action will be taken against him.

Misuse of Sick leave can be checked by adopting certain rules considering the quantum of leave offered by the establishment i.e,
1. Action against employee for availing leave on false ground
2. Make it compulsory to provide doctor's prescription and fit certificate for any sick leave over 2-3 days.
3. HR department to remain proactive by contacting/ telephonic verification (video call) the employees or family members, taking feedback from colleagues
4. All HOD to be taken into task/confidence by the CEO/MD to check leave irregularities.
Nothing is impossible, provided there should be an holistic intention.
