Need to check the Competency Level along with Educational Qualification of Contract Employee. Legally there is no problem for such supervision.

You have used two words i.e. Employee, Workman and supervisor in regard to their role. An employee is a person employed under a contract of employment. These two are the integral part of any establishment.
The next word "Supervision" means a person with knowledge & experience on job of any specific activity than of a worker. Therefore person with extra caliber engaged to supervise, he may be a consultant/permanent employee/employee on contract basis.
A contract employee can supervise a permanent workmen is legally okay.

Dear Colleague,
You have to clarify what you mean by contract employee. It can mean a person employed through contrąctor and also ą person employed by a company as fixed term contractual employee.
In either case, it is legally alright to supervise the work of permanent workers. But the supervision by the employee of contractor may not carry force and may create barrier in the minds of permanent workers.
