I need your help because I have to prepare yearly training calendar of company employees, according to company procedure firstly I have to prepare skill matrix of employees after that yearly training calendar.
But sir how we can decide skill of employees and which training is required for their skill up gradation, regarding this subject provides necessary guidelines and formats also.
FYI .. Plant is gear manufacturing plant.

Ankit, If you are starting from scratch, take a look at the job descriptions of the staff at various levels. That should give you some information on the skill sets required to perform job well. Both Technical and Non-Technical training topics should be part of this.
If the JD is not there, go on the job portals and for your industry there will be postings by different companies.. that should give you ideas on the skills required. Create a list of skill sets and a simple skill grid rating scale.

Since you are from manufacturing sector, your training efforts should reduce idle machine hours or idle man-hours. In addition to this, training should be conducted to manage inventory of the raw materials, Work-in-Process (WIP) inventory and inventory of the finished goods. Therefore, I recommend you conducting study of your organisation on these counts. Identify the ratios under which these factors are measured. This ratio based approach will help you measure the effectiveness of the training.

I recommend you the above approach as I have seen large number of manufacturing companies wherein training is conducted but there was no change whatsoever on operations. Whether to repeat other's mistake or do something scientific, the choice is yours!

Ankit, There are two important aspects in designing training needs when it comes at HR level like you are into. One its related to soft or behavioural skill related training identification .Second is related to technical or functional skill related programme. About part one- you can prepare yourself list of soft skill training programmes/topics eg- Team building, Emotional Intelligence, Managerial effectiveness and self awareness etc. To finalize technical topics , you need to meet all HODs .In fact HODs are only source they can advise you training needs required bu individuals in respective departments .HOds nominate faculties, arrange PPTs and other things with full ownership,ensuring attendance and ultimately whether participants have really in return benefited and skill gap correction happened or not can be planned in collaboration with yourself and HODs.
